The National Payments Corporation of India (NPCI) on 4 November 2026 announced NPCI Tech Solutions Limited (NTSL), a wholly owned subsidiary it is positioning as the group's technology and innovation arm. Business Today (updated 4:28 pm IST), Channel News Asia (datelined Mumbai, Nov 4) and Elets BFSI (4 November 2026) all reported the formation and the appointment of Vishal Kanvaty as managing director and chief executive officer. The step points NPCI beyond the retail payment rails it already runs. In these reports, it is a company announcement, not a product launch.

The 60-second version

  • What: NPCI formed NTSL, a wholly owned subsidiary, as its technology and innovation arm (Business Today, CNA, Elets BFSI).
  • Focus: Artificial intelligence, blockchain, digital financial infrastructure, and Global Capability Centre (GCC) services. NTSL will also provide technology services for digital public infrastructure work, including eKYC Setu and the Unified Ticketing Platform (UTP).
  • Chief executive: Vishal Kanvaty, associated with NPCI for nearly a decade. CNA describes him as NPCI's chief technology officer. Business Today and Elets say he led market innovation platforms that now sit in NTSL's focus. The platforms are not named.
  • Asbe: Dilip Asbe, NPCI's managing director and CEO, said technology has been at the core of NPCI's journey, and that AI and other emerging technologies are opening new possibilities. NTSL was set up to pursue them.
  • Fourth subsidiary: After NPCI International Payments Limited (NIPL), NPCI Bharat BillPay Limited (NBBL) and NPCI BHIM Services Limited (NBSL).
  • Approvals: Business Today says NPCI said the subsidiary followed approvals from its board and the Reserve Bank of India (RBI).
  • Not in the copy: No ship date, no funding amount, no staff number, and no list of live NTSL products.

What NPCI announced on 4 November

Business Today said NPCI on Wednesday, 4 November, announced the formation of NTSL, a wholly owned subsidiary meant to strengthen capabilities in emerging technologies, including artificial intelligence, blockchain and digital financial infrastructure. It called the move an expansion beyond NPCI's core payments mandate.

Elets BFSI, in a report published on 4 November 2026, said NPCI has incorporated NTSL as a wholly owned subsidiary to build those same capabilities. Channel News Asia, datelined Mumbai, Nov 4, said NPCI "had set up a wholly owned technology subsidiary called NPCI Tech Solutions Limited (NTSL) as its technology and innovation arm."

The three accounts agree on the corporate fact: a new wholly owned company, described as the technology and innovation arm. They do not attach a certificate number, a registered office, or a date of incorporation beyond the 4 November announcement.

AI, blockchain, GCC services, and two named DPI jobs

Business Today, citing NPCI, says NTSL will function as the technology and innovation arm, focusing on artificial intelligence, blockchain, digital financial infrastructure and Global Capability Centre services. The subsidiary "will also provide technology services for digital public infrastructure initiatives, including eKYC Setu and the Unified Ticketing Platform (UTP)."

Elets BFSI uses the same list: Artificial Intelligence, blockchain, digital financial infrastructure, and Global Capability Centre services, plus technology services for eKYC Setu, the Unified Ticketing Platform, and other Digital Public Infrastructure programmes. CNA's shorter version says the unit will focus on "AI, blockchain, digital financial infrastructure and global capability centre services" and will "provide tech services for several of India's digital public infrastructure programmes."

That is a mandate. None of the three reports describes a finished AI model, a live blockchain network, a GCC contract, or a go-live date for eKYC Setu or UTP under NTSL. Business Today adds that the company will focus on developing expertise in emerging technologies "while supporting the development and commercialisation of technology-driven platforms." Support for commercialisation is not a catalogue of platforms already on sale.

CNA frames the move against a wider shift: "The move comes as India increasingly looks to advance its AI research and development, especially in its banking and financial services sector." That is CNA's context sentence, not a claim that NTSL has published research.

Vishal Kanvaty: a decade at NPCI, and a CTO description from CNA

NPCI appointed Kanvaty managing director and chief executive officer of NTSL. Business Today says he "has been associated with NPCI for nearly a decade" and "has played a key role in developing and commercialising several market innovation platforms." It adds that, according to NPCI, several of those platforms now fall within NTSL's focus areas, and that he will lead the subsidiary as it develops capabilities across artificial intelligence, blockchain and other emerging technologies.

Elets BFSI reports the same decade of association and the same unnamed platforms, "that now fall within NTSL's focus areas."

Channel News Asia is the outlet that gives him a current NPCI title outside the new job. It says "the payments authority's chief technology officer Vishal Kanvaty, who has been associated with NPCI for nearly a decade, has been appointed the managing director and CEO of NTSL." Business Today and Elets, in the copies read here, do not use the chief technology officer title. This piece does not treat that title as restated by NPCI's own wording in the Business Today account.

No report in this set names the market innovation platforms, gives a join date, or says which NPCI systems move onto Kanvaty's desk on day one.

What Dilip Asbe said

Business Today quoted Asbe, managing director and CEO of NPCI:

"Technology has been at the core of NPCI's journey and its contribution to India's digital transformation."

He added: "As we look ahead, advancements in Artificial Intelligence and other emerging technologies are creating new possibilities across digital infrastructure and financial services."

Business Today then paraphrased the rest: Asbe said NTSL had been established to pursue these opportunities and further strengthen the NPCI Group's technology capabilities.

CNA carries a shorter quotation of the same idea: "Advancements in AI and other emerging technologies are creating new possibilities across digital infrastructure and financial services," attributed to NPCI CEO Dilip Asbe.

Elets BFSI does not put Asbe's lines in quotation marks. It reports that he said technology has been at the core of NPCI's journey and its contribution to India's digital transformation, that advancements in AI and other emerging technologies are creating new possibilities across digital infrastructure and financial services, and that NTSL has been established to address those opportunities. Elets adds that Asbe expressed confidence Kanvaty's experience and leadership would guide the subsidiary's growth and future direction. That confidence line is Elets's report of his remarks. It is not inside the quotation marks in the Business Today copy read here.

The fourth subsidiary, and the rails NPCI already runs

Business Today says that with NTSL, NPCI now has four wholly owned subsidiaries. The others are NPCI International Payments Limited (NIPL), NPCI Bharat BillPay Limited (NBBL) and NPCI BHIM Services Limited (NBSL). CNA says the same thing in shorter names: NTSL is the fourth wholly owned subsidiary, "after NPCI International Payments, NPCI Bharat BillPay and NPCI BHIM Services."

The payments parent is unchanged in these stories. Business Today says NPCI, established by the RBI and the Indian Banks' Association (IBA), operates India's retail payment and settlement infrastructure. It lists Unified Payments Interface (UPI), RuPay, Immediate Payment Service (IMPS), National Automated Clearing House (NACH), Aadhaar Enabled Payment System (AePS) and National Electronic Toll Collection (NETC). CNA calls NPCI "an umbrella entity responsible for operating retail payments and settlement systems including the popular Unified Payments Interface (UPI)."

NTSL's brief, as written, is the work beyond that core: emerging technology and technology services for named digital public infrastructure programmes. The reports do not say UPI, RuPay, IMPS, NACH, AePS or NETC are being transferred into the new company.

On permission to set it up, only Business Today has the line. It says NPCI said NTSL was established following approvals from its board and the RBI. CNA and Elets do not, in the text reviewed here, repeat that sentence.

Forming the company is not shipping the product

NTSL expands the group's stated work beyond core payments into artificial intelligence, blockchain, digital financial infrastructure and GCC services, and into technology support for programmes such as eKYC Setu and UTP. A subsidiary on that mandate can later build and sell those services. The 4 November record does not show that it has.

Missing from Business Today, CNA and Elets: a product name with a launch date, a funding amount, a headcount, a client, a service-level description of eKYC Setu or UTP, and the names of the "market innovation platforms" Kanvaty is said to have commercialised. Until those appear, NTSL is an incorporated arm and a chief executive, not a live technology stack.

What to watch next

  1. Named work. Any NPCI or NTSL note that identifies a first product, pilot or contract in AI, blockchain, digital financial infrastructure or GCC services.
  2. eKYC Setu and UTP. What "technology services" means in practice, and whether a scope or a go-live is published.
  3. The platforms. Whether the market innovation platforms Business Today and Elets leave unnamed are identified, and whether they move into NTSL or stay described only as a focus area.
  4. Board and RBI paper. Business Today attributes the approvals line to NPCI. Any public filing that spells out mandate or governance would sit on top of that sentence. These reports do not already contain it.
  5. The core rails. Whether UPI, RuPay, IMPS, NACH, AePS and NETC stay with NPCI while NTSL stays on the new mandate, which is all the 4 November copy actually says.

NPCI has put a fourth wholly owned company on the record and put Kanvaty in charge of it. The next proof is a named build, not another line about emerging technology.

This explainer is based on Business Today, "NPCI launches tech subsidiary NTSL to focus on AI, blockchain; appoints Vishal Kanvaty as CEO," updated 4 November 2026 at 4:28 pm IST; Channel News Asia, "India's payments authority NPCI forms unit to push into AI, blockchain tech," datelined Mumbai, Nov 4; and Elets BFSI, "NPCI forms tech subsidiary NTSL, appoints Vishal Kanvaty as MD and CEO," 4 November 2026. Quotes from Dilip Asbe are taken from the Business Today copy. The Elets account of his confidence in Kanvaty is reported speech, not a quotation in that copy. CNA's description of Kanvaty as chief technology officer is attributed to CNA. No product launch date, funding amount or headcount appears in these reports, and none is added here.
