Pushkar Singh Dhami and the BJP's Hat-Trick Bid in Uttarakhand 2027, Explained
No party has won three straight terms in Uttarakhand since the state was created in 2000. Chief Minister Pushkar Singh Dhami wants the BJP to be the first. Here is his record, the Congress counter-plan, and what will decide the 2027 election.
Uttarakhand has a habit of throwing out its governments. From its creation in 2000 until 2022, power swung between the BJP and the Congress at every election. The BJP broke that pattern in 2022. Now, with the next election due in early 2027, Chief Minister Pushkar Singh Dhami is chasing something no party has ever achieved in the hill state: a third consecutive term.
The 60-second version
- Who rules: The BJP, under CM Pushkar Singh Dhami, in office since July 2021.
- The 2022 result: BJP 47 of 70 seats, about 44.3 percent of the vote.
- The goal: A hat-trick, never done before in Uttarakhand.
- The target: BJP leader Ram Madhav has urged workers to aim for 60 plus seats, not just a majority.
- The challenger: The Congress, led in the state by Ganesh Godiyal, has launched a statewide campaign.
How Dhami became the BJP's face
Dhami was a surprise pick in July 2021, when the BJP replaced Tirath Singh Rawat after only a few months in office. A young, two-term MLA from Khatima, he was given less than a year before the 2022 polls.
The BJP won comfortably in 2022, but Dhami lost his own seat in Khatima. The party kept him as Chief Minister anyway, and he returned to the assembly through a by-election from Champawat. That show of faith from the central leadership has defined his tenure.
Dhami's record
- Uniform Civil Code. Uttarakhand became the first state to implement a Uniform Civil Code, in January 2025, Dhami's signature policy and a central plank of his pitch to BJP voters.
- Tough-on-law messaging. Laws on anti-conversion, cheating in recruitment exams, and land have been presented by the government as protecting the state's identity and youth.
- Cabinet expansion. In March 2026, Dhami filled the remaining ministerial posts, a move widely read as pre-election balancing.
- Development drive. Through 2026 he has urged public representatives to speed up development work ahead of the polls.
The Congress counter-plan
The Congress reappointed Ganesh Godiyal as state chief in November 2025 and has begun a statewide campaign accusing the BJP government of deceiving voters. National general secretary K.C. Venugopal has visited Dehradun to review preparations. The party's hope is that anti-incumbency, unemployment and migration from the hills will revive the old pattern of alternation.
What will decide 2027
- Anti-incumbency after 10 years. Whether voters want change, as they did for two decades before 2022.
- Jobs and migration. Out-migration from hill districts and youth unemployment remain the state's deepest problems.
- The UCC as a vote issue. Whether it energises the BJP's base or becomes a talking point for the opposition.
- Congress cohesion. The party has struggled with factional rivalry in the state.
Dhami has spent five years turning a stop-gap appointment into a political brand. 2027 will show whether that brand can break Uttarakhand's most stubborn electoral habit.
