Every year, around 50 lakh central government employees and nearly 69 lakh pensioners wait for two Dearness Allowance announcements. In 2026, the second one, due from 1 July, still has not come. Last year it was announced on 1 October. With Diwali on 8 November, the question everyone is asking is: when, and how much?

The 60-second version

  • Current DA: 60% of basic pay (and DR of 60% of basic pension), in force from 1 January 2026.
  • Pending: The revision due from 1 July 2026. Not announced as of 17 October 2026.
  • Likely size: Labour Bureau data points to about 3 percentage points, taking DA to 63%. This is a calculation, not an official figure.
  • Arrears: If it applies from 1 July, the difference for the delayed months would normally be paid as arrears.
  • Employee demand: The All India Defence Employees' Federation has asked the government to announce it quickly and raise the bonus ceiling.

Where things stand

  • The Union Cabinet meeting on 14 October 2026 made no announcement on DA, DR or a festive bonus.
  • On 10 October 2026, the All India Defence Employees' Federation (AIDEF) wrote to the Cabinet Secretary, asking for the DA announcement to be speeded up because of rising prices. It also asked for the bonus ceiling to be raised from ₹7,000 to ₹21,000, as reported by BW People.
  • The government has not given a date. There is no rule that fixes when DA must be announced, and the timing changes from year to year.

When the July 2025 hike was approved, the government said it would benefit about 49.19 lakh employees and 68.72 lakh pensioners, at an annual cost of ₹10,083.96 crore.

Why 63 percent? The maths behind the estimate

DA is not decided arbitrarily. It is linked to the All India Consumer Price Index for Industrial Workers (CPI-IW), which the Labour Bureau publishes every month.

  • Under the 7th Pay Commission formula, DA is based on the 12-month average of CPI-IW compared with a fixed base level. The result is rounded down to a whole number.
  • For the July revision, the relevant period runs up to June of that year.
  • The Labour Bureau's release on 31 July 2026 showed CPI-IW for June 2026 at 151.9, up from 150.8 in May. Year-on-year inflation for industrial workers rose to 4.76% in June, from 2.55% a year earlier.
  • Employee news sites that track the formula, such as StaffNews, calculate that the 12-month average works out to a DA of 63%, a 3 point rise.

Important: This is a calculation by third parties, not a government announcement. The Cabinet has the final say, although in practice it has followed the formula.

What 63 percent would mean for your salary

DA is paid as a percentage of basic pay (or basic pension for DR). Here is what a 3 point rise looks like:

Basic payDA at 60%DA at 63%Extra per monthArrears for July to October
₹18,000₹10,800₹11,340₹540₹2,160
₹25,500₹15,300₹16,065₹765₹3,060
₹40,000₹24,000₹25,200₹1,200₹4,800
₹56,100₹33,660₹35,343₹1,683₹6,732
₹1,00,000₹60,000₹63,000₹3,000₹12,000

The arrears column assumes the hike is effective from 1 July 2026 and paid from November. Actual arrears depend on when the order is issued and paid. Figures exclude other allowances, tax and deductions.

Pensioners get the same percentage as Dearness Relief (DR) on their basic pension.

What about the 8th Pay Commission?

The 8th Pay Commission, chaired by Justice Ranjana Prakash Desai, is working on new pay scales and is expected to report around mid-2027. Its recommendations are likely to apply from 1 January 2026, according to the government.

Until the new pay structure is put in place, DA continues to be revised twice a year under the existing system. When a new pay commission's scales take effect, DA has historically been merged into the new basic pay and reset to zero. That is what happened when the 7th Pay Commission's scales took effect from 1 January 2016.

The bottom line

The July 2026 DA hike is late, not cancelled. Inflation data points to a rise of about 3 points to 63%, and if it is approved with effect from 1 July, employees and pensioners should receive arrears for the waiting period. Until the Cabinet decides, treat every specific number, including 63%, as an estimate.

Frequently asked questions

›Has the July 2026 DA hike been announced?

No. As of 17 October 2026, the Union Cabinet has not announced the Dearness Allowance and Dearness Relief revision due from 1 July 2026. The Cabinet meeting on 14 October 2026 made no announcement on DA, DR or a festive bonus.

›What is the current DA rate?

DA for central government employees, and DR for pensioners, is 60 percent of basic pay or basic pension. The Cabinet approved the rise from 58 to 60 percent on 18 April 2026, with effect from 1 January 2026.

›How much will the DA hike be in July 2026?

The government has not said. Calculations by employee news sites, based on the Labour Bureau's CPI-IW data up to June 2026, point to a 3 percentage point rise, taking DA to 63 percent. Some reports mention 63 or 64 percent. Only the Cabinet decision is final.

›Will I get arrears for the July 2026 DA hike?

DA revisions are usually approved with retrospective effect, so if the hike is effective from 1 July 2026, the difference for the months before it is paid would normally come as arrears. For example, with a basic pay of 40,000 rupees, a 3 point hike is worth 1,200 rupees a month, or 4,800 rupees for July to October.

›When was the DA hike announced last year?

In 2025, the Cabinet announced the July revision on 1 October 2025, raising DA from 55 to 58 percent with effect from 1 July 2025, ahead of Dussehra and Diwali.
